The internet is full of “average” flat roof prices per square metre, but in practice they mislead. Two 200 m² roofs can differ in cost by a factor of two — and the difference is rarely the covering, it is what lies beneath it. This article covers how the price is built up, what drives it, where hidden costs appear, and how to read a quote so that you are comparing the same things.

The same “price per square metre” can mean completely different work: one layer or two, with or without forming the fall, with the details or just the field. So it is the scope, not the figure, that has to be compared.
The rate per square metre is not even uniform across a single roof. The reason is simple: not every square metre requires the same work.
The open field is the cheapest part — membrane is rolled out quickly and evenly. But at a parapet, an outlet or a vent penetration, that same square metre requires hand work, extra material and several times more time.
So a roof with many details costs noticeably more than an empty roof of the same size. And that is why a single “X €/m²” figure tells you little about a specific building — it works only for a very rough comparison.
What a flat roof price is made of
A quote consists of four parts, and their proportions shift from project to project.
- Materials. Covering, insulation, vapour barrier, fixings, flashing.
- Labour. Preparation, laying, sealing details.
- Details and extra items. Parapets, outlets, overflows, penetrations — priced per linear metre or per item.
- Site costs. Lifting, waste removal, crane or hoist hire, protection.
On new build the material share is usually larger. In refurbishment labour and site costs rise, because stripping, disposal and working around an occupied building are added.

The largest influence on the final figure is not the membrane manufacturer but the scope chosen. In practice there are four levels, and the cost between them differs severalfold.

It matters to understand that scope follows the condition of the roof, not the budget. Choose too little and everything repeats in a few years — now with the cost of the newly laid covering on top.

Cost by covering type
The covering changes not only material cost but how labour-intensive installation is.
- Torch-applied bituminous membrane. Relatively accessible material, but a two-layer system takes more labour hours. The advantage is easy local repair later.
- PVC or TPO membrane. More expensive material, but a single layer and fast welding. Over large areas the total often becomes competitive.
- EPDM. A long-life solution, used more often on specific building types.

The full build-up: where the money goes
When a complete build-up is installed, costs distribute unevenly between layers. The most expensive item is usually not the membrane but the insulation — especially where it also forms the fall.
Ranked by influence on the quote:
- Insulation (particularly tapered)
- Waterproofing membrane
- Details and flashing
- Stripping and disposal (in refurbishment)
- Vapour barrier
- Site costs
This ranking explains why two quotes using the same membrane can differ by a third: the insulation thickness differs, or one forms the fall and the other does not.
New build or refurbishment: different cost logic
The same area costs differently on a new and an existing building, because what differs is not the materials but the working conditions.
On new build the roof goes onto a prepared structure. There is no stripping, no surprises, materials can be craned up, and nobody is occupying the building. The quote is usually accurate first time because everything is known in advance.
In refurbishment four extra costs appear: stripping the old covering, waste disposal, working under constrained conditions, and the risk that stripping reveals more. So a refurbishment quote almost always carries risk items — and that is a sign of quality, not of vagueness.
The practical consequence when comparing: refurbishment cost cannot be compared with the new-build rates you find online. They are different jobs, even though the result looks similar.
Is phasing the work worthwhile?
When the budget is limited, splitting the job naturally comes to mind. Sometimes that is sensible; sometimes it costs more.
Phasing makes sense when:
- The roof has clearly separate parts — separate blocks or different levels.
- One zone is critical while others will last several more years.
- The building is in use and only part of the area can be opened at a time.
Phasing is expensive when:
- The roof is continuous — each phase needs its own site set-up: hoist, deliveries, protection.
- Zone junctions stay open until the next phase — a potential leak point.
- Phases are years apart — materials and rates change, and junctions become hard to match.
The general rule: one phase is almost always cheaper than two, because site costs do not divide. If phasing is unavoidable, an overall plan is essential so that zone junctions are designed in advance.
When waiting pays and when it does not
Postponing sometimes makes sense, but not always.
Waiting is fine if the roof is not leaking, the insulation is dry and the problem is cosmetic. Then it is worth waiting for the season and booking ahead — planned work costs less than urgent work.
Waiting is expensive once leaks have started. Every month of active leaking enlarges the area of saturated insulation. The gap between “replace the covering” and “replace the whole build-up” is severalfold — and it is determined precisely by how long water had access to the construction.
So the economically correct move is often to stop the leak immediately, even temporarily, and only then plan the full works calmly for the coming season.

Unforeseen stripping of the old roof, a poor substrate, a missing fall or complex details are the commonest reasons the final sum exceeds the first. It is worth agreeing in advance what happens if such things are found.
Three things push a final invoice beyond the original quote:
- Wet insulation. Only visible once the old covering is stripped. Replacing it is usually not in the original quote.
- Extra old layers. One covering can conceal two or three more, increasing stripping and disposal volumes.
- Rotten deck. On timber structures, prolonged leaking leaves part of the boarding unusable.
None of this can be predicted exactly. But an honest quote should name these as risks and state a rate should they arise. A quote with no risk items is not more accurate — it is simply silent.
How to read a roofing quote
Quotes rarely differ in rates. They differ in scope, which is harder to spot. What to check:
- Is stripping and disposal of the old covering included?
- One layer or two?
- Which manufacturer, thickness, SBS or APP?
- Are details, flashing, outlets and overflows included, or extra?
- Is the fall reformed if water currently ponds?
- What insulation thickness and which material?
- Is the vapour barrier replaced?
- What does the warranty cover — material, workmanship or both, and for how long?
A useful test: ask two contractors to quote in the same structure. If one refuses to itemise, that in itself is information.
Why the cheapest quote is often the most expensive
The cheapest quote rarely reflects bad faith. Usually it simply contains less work.
The typical omissions: stripping not included, details left as they are, fall unchanged, existing vapour barrier reused, a lower covering grade. Each lowers the price now and returns later — either as a repeat repair or as a shorter service life.
A practical rule: if two quotes differ by more than a third, it is almost always the scope that differs, not the rates. The question worth asking is not “why is yours more expensive” but “what is missing from the cheaper one”.
One layer or two
A two-layer system costs more but is often cheaper over its life.
The reason is technical: in a two-layer build-up the cap sheet seams are offset and never sit over the seams below. Water that theoretically passes the upper seam lands on continuous membrane rather than on another seam.
A single layer is justified on outbuildings, garages and wherever a shorter service life is acceptable. For residential and commercial buildings, two layers is the standard.
How to get an accurate figure for your roof
